QoS is not that bad of a movie. In fact, it sure as hell is better than nearly everything Roger Moore and Brosnan put out. The movie was a let down from CR, but that was to be expected. The biggest problem is they threw way too much action into the movie, especially the first half hour. However, scenes like the opera and the Goldfinger homage are incredibly awesome that it brings the movie above several of the others, it just had the unfortunate part of being rushed to theaters when it clearly needed another year. Plus, you really need to watch it as a direct continuation of CR and not a stand alone movie. Nevertheless, if you hate it, you hate it, but it is still better than 90% of the action movies to come out in the last 5 years.

Never Say Never Again doesn't count. It was made by a different studio and is just a remake of Thunderball. It's not part of the official Bond series.
