Looks to be an early release of the upcoming Soul of Chogokin, just prior to it's standard retail release.

Ya know, if it weren't for the fact that getting it would be a nightmare, I'd probably be down to use a good chunk of my SDCC funds on this guy. Though he'd have to have his normal color scheme, not that black and gold crap, not for him.

Well, it's SOC, not Legacy, so I don't think you have to worry about the black and gold.
