Theme means nothing in terms of toku quality. In Sentai's case ninja themes are awesome but Ninninger was bad, so it's up to the writing and development, not the theme.

Granted I haven't seen Agito in a while but I remember the plot being a clusterf--k as for Ghost I'm fine with the show being more spiritual based than horror themed but it's more due to it's writing and pacing and characters that make me draw ire to it

Even setting aside how the people making this claim always seem to cherry-pick their lists of what they consider "fantasy series," it's not like it actually makes any difference whether a season is fantasy or scifi, since the "science" in the scifi seasons is always loose enough that it might as well be magic.

I imagine the main protagonist is stuck inside of a book world and to get back to home he have to transforms in Kamen Rider Saber and make some thing ( like rescue the princess , break some spell , kill a dragon , collect some magical objects)

...y'know, I can actually see that. There's sure as hell a lot of anime out there with similar premises.
The only issue I can see is that the typical rider theme is loosely "Kamen Rider saves & protects people" in some form. Perhaps they could play off an "I'll save people, even if they're fictional" angle?
