Like, OOO TaToBa for instance was 6480 Yen; and he had a whole Combo Change gimmick, a new joint system and a wide array of accessories. We've had quite a few pictures of Black so far and no accessories have been shown other than extra hands (though I think he will ultimately come with a Satan Saber). What's causing him to cost so much?

I don't know; I've only seen the price go that high when there's significantly large swap-out parts like Tajador and Den-O Sword/Gun. Kiva also had quite a few accessories and a ridewatch stand. Wizard meanwhile was the soft goods.

Tajador was ¥8250; the Den-O set ¥8800. Wizard was like ¥8000.

Seems to me ¥7700 is the base standard, everything above has a number of extras and some come below for whatever reason.
