The one I believe is best suited, and it depends of if other continuity is acknowledged, but Kaido would probably do.
He was Faiz for a brief period, but never used any other gears in the series.
He would?ve been great for Delta.

Agreed. I wouldn't mind Mari using it either, but based on actual combat experience, Kaido is the most viable candidate.

How would a hypothetical Next Delta even work anyway? It doesn't use a cellphone.
