going by the 2ch rumors its a PS3 game that will be focused on Kuuga through to Decade with Newer and Older riders being DLC

and it will function similar to a recent Saint seyia PS3 game.

Either way these are only rumors right now Im hoping it will be musou based personally.

Hoping this sees a US release, but if nothing else I can always just import it. Doubt it'll be that hard to get through in Japanese. I mean I managed with Pokemon Gold as a kid and Pokemon Diamond back when that was first released without too much issue, and those are jRPGs.

If this is straight up Dynasty Warriors Kamen Rider with Techmo Koei behind it. It seems that they release nearly every Musou title over here I think there might be a slim chance it might get localized, but I wouldn't hold my breath for it.
