I think it would be a bad trait if he harmed unlike people. But, considering that he is indifferent to them, Rakia is still clearly on the white side. In addition, he still took care of the safety of civilians when Shouma chased after Bitter Gavv at the end of the twenty-third episode. But those women clearly don't fit the type. So Vram's main negative trait is his laziness, which is why he needs an internal or external incentive to act.
