Yeah, it's Jetman. The Jetman's emblem is even visible at the beginning of the attack (Assuming Saban didn't remove that because that would've taken effort).

Regardless, I do agree with your statement. Jetman shouldn't be here.

It was a Dynaman power. They cut to a closeup of the red key just before they activate the power. It then cuts straight into the Jetman bird after the initial fireball.

eh, didnt really even strike me as a legendary power so much as just a general overcharge of energy ala the Zeo Megazord sword slash...or any other sword slash...
