I liked kagura better because she was just very cheerful and always lifted everyone's spirits. Plus she was hot so that's a contribution to my choice.

She also produced Go-Busters (and a ton of other stuff) and that's far from being popular. Also, Gaim was not really popular with the target audience in Japan so... yeah.
Takebe is not a guarantee for a show to be successful.

Was he just a guy that Grandfather randomly pick him and possibly train him during his hiding time without Ninninger and his son's knowledge about Starninger, that's my theory about Starninger
