Your forgetting that the figures are basically accessories for the bikes. The bikes work with the standard figures, but they also include a stand-in figure in case little Timmy's mom doesn't want to get him a bike AND a separate figure.

Can I honestly say that for a minute I thought they were bringing the Kyoryu Figuarts to the US as Dino Charge toys when I saw the picture on the front page?

As much as I think the alternate colors for the different set is pretty much a cash grab I guess it's kinda cool yiu can mix and match the sets to the colors you want.
