Deka Red's Tamashii page didn't say it was a 1st release bonus, and since Akiba Red's makes mention of his and Deka Red costs more than the others I'm inclined to think its regular accessory.

Hard to decide whether I want Deka Red more or Red Hawk, since Dekaranger and Jetman are among my favorite sentai series.
