Okay, so what constitutes "popular"? Because looking at the ratings and earnings, it seems that ToQGer was a success. When I compare ToQGer ratings to Kyoryuger, they are almost identical. Figuarts has all six main characters from that show, and they even have Go-Buster Figuarts, and that show had higher ratings than both.
I'm not trying to argue or put anyone down, just trying to understand what goes into this decision and what cultural differences I may not understand being from the U.S. As for Go-busters, it was done during a time when Sentai Figuarts were still a big thing. The Gokaiger figuarts the year before seemed to have sold well enough, so Bandai made a gamble that Go-busters would do well. I don't think it performed as well as they wanted. This is all just conjecture, and my hypotheses.
