Only way you could get any of the other legendaries in X & Y till the 21st/28th is via transfering from Black, White, Black 2, or White 2 *and they had to be legit caught or event as unlike non legendaries, the transporter will find & remove any non legit legendaries*.

Did you also catch the Mega Evolution special reference in Delta Episode where Steven refers to Alain and his mega Charizard X (or what he called "that kid and his black charizard")? It's when you're in the space center taking about Rayquaza.

But seriously, gamefreak needs adjust the catch rates of roaming legendaries if they aren't roaming

You can't Mespirit, I just caught Uxie about a few minutes back... with a Quick Ball...
