Seems likely. James doesn't really have an iconic Pokemon in the way Jessie has Wobbuffet.

That looks pretty cool. But I probably won't end up with them because don't want to get into statues..

And this line on N's page kills me still..

Hope he (and we'll know if Cynthia does really) ends up coming out online in the US like Red does eventually, but it'll probably be without any warning again so who knows if I'll get lucky then too.

Well, Wobbuffet has been with Jesse through Johto to Sinnoh before being left behind during Unova, then returning for Kalos, I believe.

James' Weezing left at the same time with Jessie's Arbok, Cacnea was left with Gardenia halfway through Sinnoh, Carnivine was left at headquarters for Unova, Victreebel 1 was traded away, and Victreebel 2 was kicked into the horizon and soon fell in love with 1.

James just doesn't hold on to Pokemon as long as Jesse, so I think Meowth would be the better option to include with him.
Otherwise, I think James' best option for a "Memorable" Pokemon would be his Mime Jr.

As Matrixbeast pointed out in more detail, all of which have come and gone.

Besides, James is hardly going to come with Weezing if Jessie doesn't come with Arbok.

The Koffing & Ekans packs just happen to travel through Kalos or have settled there, some of them have evolved into Weezing & Arbok themselves so Team Rockets Weezing & Arbok return to them for the one episode where they Mega-Evolve, or for the whole season.
