Yup. Raiden Kyoryujin only has a sound because of a button on Ptergodon, and Western Pteraiden-oh has no way to make a new sound(though there wasn't a new sound in the show).

"Let's have kids collect all these toys then only make 2 toys actually compatible with them!"
At least KR's collection gimmicks worked around it by having a universal scanner or having the electronics operate from the toy you're collecting...

The same is true of the KR gimmicks too. Diend couldn't read the cards, Birth couldn't use the OOO's medals, Beast can't use the Wizard rings, etc. The secondary Riders/Sixth Rangers are always like this.

Diend's was a travesty.
But Birth's canonically never used anything beyond Cell medals, and at least Beast's humorously referenced that his couldn't work with Wizard's rings (Though, I'm not defending it. Such a waste of potential).

To be fair, Gabutyra de Carnival appears to read batteries too, going by the magazine showing how it makes different forms (so, different sounds, I'm assuming) depending on what combination of batteries you put in.
