That will probably be the case for Kuuga, Faiz, Hibiki, Kabuto, and Kiva. Everyone else has a chance of having one line.

Not using Kabuto's line would be a sin, they could sue an old recording or something.
And Kiva rarely speaked so it's on character for him to stay silent.

I just thought, all the Heisei Riders are gonna be in this, that means Den-O, which means Sword Form mainly, which means everyones favorite Peach is gonna be here....

I swear if we dont have some kind of interaction of Momo and Gaimu!
