Funny, I'd blame Go-Busters' low ratings on Fourze's low ratings (in part, not all). Kamen Rider is the "main event" of Superhero Time. If people aren't watching that, then they probably aren't watching the lead in Sentai.

Fourze's problem was resolution. It had a plot from the very get go (Find Horoscopes), and it established the primary villains early on, but it just didn't know what to do with them, so we got 5 Horoscopes revealed at a decent pace, then 7 revealed in the final 4th of the series with 2 episode arcs for each of them. I'll agree that Fourze is an underrated series, but it had a much, much stronger intro than finale, in addition to reinvigorating many viewers' interest at the introduction of Meteor later on.

Poor Go-Busters. I can see why people tuned out, the first half was atrociously slow, but when they got Beet and Stag Busters to join, and changed the intro music, I totally was hooked. I actually cried at the ending. But Fourze was where I started my Kamen Rider watching, and I liked that it was a high school vibe, or that Gentarou was such a hardheaded hero, I couldn't stop watching it. But it was also completely different than OOO which apparently was a tough act to follow.
Fourze however was what piqued my interest in watching the other Kamen Rider series.
