Well a lot of the Kamen Riders are monsters, like the Showa Era ones mainly. If you ever read the Spirits Manga it's like ZX big story in it. Kuuga is kind of like a Grongi, Agito and Gills are like monsters in a sense, Obviously what happens in Faiz, Both Blade and Chalice are Undead by the end of the series, Sasword didn't know he was a worm and Punch Hopper got turned into one in Kabuto, Den-O gets possessed by the Imagin, Kiva is half Fangire, Decade well his hair in Super Hero Taisen was a monster lol, Really just some of the Neo-Heisei era hasn't had Monster Riders, I mean I haven't seen Double or Fourze or Wizard yet so I don't know about them, but OOO and Gaim do too.

I remember reading an interview with Gen Urobutchi saying that he kind of felt like they were Monsters too. I honestly love Heroic Monsters like the comic book Venom, Swamp Thing, Frankenstein, Man-Thing and more, so I don't mind considering the Kamen Riders like that either because it's kind of a reflection how there is a monster inside all of us but it doesn't have to be out of control.
