I'm pretty sure that you are right. Look at the two little tabs on the back of his lower back. Those are the exact same as Shinobimaru.

Please tell me they forgot a step or two when transforming into the combined Bison King robot mode. Cause it really looks like Rodeomaru's legs can tuck in, along with that back piece on BK.
