I'd call it the.... Assassin Rider.

Doesn't totally HAVE to be a Rider since Toei is so anal about their copyright. It'd be cooler if you can make up a totally original name but have the character himself in the vein of Kamen Rider. Since there's only 4 major hero franchises in Toku right now (Kamen Rider, Super Sentai, Ultraman, Garo), it's just more better to try and stand out rather than blend in.
