I actually feel the complete opposite. Saber has done something kind of similar to Kabuto where they'll sideline someone for a while until their time comes. I felt the same way with a lot of characters in Saber. Our own secondary got almost completely sidelined for over half a quarter of the series.

They DO know what to do with him, it's just a matter of when.
