Exactly. They're simply the alternate outcomes of the rider battles. Outcomes which he was not pleased with so he resest continuity multiple times over until the TV events occurred which ended the battle. His monologue during 13 riders pretty much confirms this.

Tiger's actually my favorite of the minor Riders (well, non-movie minor Riders). It's not so much that he's likable, so much as I find his personal psychosis highly amusing.

I find that aspect of him to be disturbing and frustrating. At first he seems like he's willing to be normal and then he just goes even further off the deep end. There is no redemption for that character for me, none at all. That completely amazing costume design is the only positive, and the only reason I own the Tiger Figuart.
