Yep the synopsis on the flyer only mentions that in 2016 the Bugsters appear out of nowhere and attack people and genius gamer Emu swears to get rid of them by becoming Kamen Rider Ex-aid using the gamer driver and the legendary game softwares called gashats. Multiple genre of riders will appear, Ex-aid must master the many games and defeat the Bugsters. They don't mention anything else besides what I just wrote. I would not be surprised if it did lead to that Emu pulled a Tony Stark and created the Bugsters but I will take it with a sack full of salt until we get them terebi-kun scans and press conference material.

A Youtuber named SpecialForm12 says TOEI Viewers Says Ex-Aid is to be Dark and Edgy series like think Ryuki meet Drive
He got the source from Cranejoe and J HERO Just go to the comment where he says about Ex-Aid being Dark and Edgy show |

If Kamen Rider Ex-Aid seris is dark series I think Ex-Aid also will similar to Gaim because both Gaim and Ex-Aid themes looks light hearted and colorful (fruits and video games) but has darker plot and darker storyline.....

I'm not saying other places don't post real news from time to time but places like JE Fusion and Orends often simply repost news from other blogs. I also don't believe anyone who writes for those sites can read Japanese whereas TokuNet has various people on staff that are fluent. If you see something on TokuNet you can be 99% sure it's true. Can anyone link a nice clear version of this flyer? I found one where the text is just barely legible, and it's a little annoying.
It looks like the name Emu is written with some kanji or another, which I find interesting. I figure "M" would be a cool hacker alias kind of thing, but this suggests the guy's name is actually real. It's also definitely not short for emulation though, since that'd be something like "emyu" in kana. Unless they were explicitly thinking about romanization, which again, given Toei's track record for weird names, would not surprise me. Not that I'm fluent or anything. I'm sure there are more qualified people than me to discuss this kind of stuff.
