I think Bravo suffers from the same problem Ouja does. A hard-hitting, aggressive, top-tier melee fighter but is mostly a one-trick pony. Granted, he's VERY good at that one trick but I don't think Bravo has the right powerset to take on Decade, not unless he gets his hands on a shit-ton of lockseeds.

He's also further hindered by his lack of a form upgrade, which I think any Rider will need when taking on Decade.

Besides, Bravo relies heavily on getting into his enemies head and messing with them on a personal level. Since he has never met Tsukasa naturally he can't do that, plus Tsukasa has more experience then most of the beat riders and possibly even Bravo himself... so Tsukasa would win without question against Oren.
