It's based on tokenism.
The difference being that if Toei adds a token black to the roster, it'd just be met with shrugs of indifference. If Toei adds a token gay to the roster, they'd be fighting a lot more controversy than they're ready for.

This is Super Sentai, not a Lifetime movie of the week. They wouldn't add a gay character for an expansive story line. They'd add one because "Look! We're progressive! We have a gay character now!"

No they dont. For the last decade and even longer the actors that got cast in the roles were around the same age.

So shes 16? Thats nothing new. We've had plenty of actors lately around that age. Wasnt Amy or Violet from Kyoryuger that young? I know Mai's actress from Gaim was that old when the show began last year.
