Soft rubber, but I cant tell how or if it limits articulation because my Ryugen isn’t here yet.

His articulation isn't really limited at all there. His skirt is a soft plastic that flexes out of the way when you move the legs forward. He can get into kneeling positions and such fairly easily without any hindrances.
