What makes Superman non-toku?
He's just as toku as Spider-Man.
He didn't have a henshin hero show, no, but because of the retardedly vague and open definition of "tokusatsu", practically any motion picture with special effects is toku.

Henshin Heroes and Tokusatsu go hand in hand, but not all toku are henshin heroes. It's why I don't classify magical girl anime as toku.
