Absolutely not. Nothing to do with being rumor, what you're talking about is the result of confusion and misinformation.
Bandai's system is used to keep some kind of record on the toy itself of how many times a figure has gone into production, and for the most part makes no actual difference to a collector. DX toys, Gashapon, Chogokin, all sorts of lines use it. And any time a new production run is done, the figure loses one of its dots. The part where people were making up nonsense was when they claimed that a figure could only get four reissues and then the mold was done. That's entirely false as it's up to Bandai and consumer demand to say whether or not a figure warrants more production runs. Figures are entirely capable of more than four reissues - if Bandai runs out of dots, they're replaced by four other shapes. Four stupid dots next to the copyright on a toy aren't going to tell Bandai what to do or not do.

Is it just because I'm from the UK or is shipping always ridiculous?
HLJ normally have pretty cheap shipping prices but they seem to have about one shelf of stock for the entire website and whenever I try out other recommendations for websites I normally find the shipping is more than the actual item. It's one thing spending like £20 - £30 on a single figure, it's another to spend an extra £20 - £30 getting it to your door.

Agito, Kabuto and Tatoba OOO have been reissued this month and I recall that Agito and Kabuto came out way earlier than Black and RX. This is Agito and Kabuto's third reissue if my memory serves me right. So I think a reissue for both Black and RX is coming soon. Problem is how fast those characters disappear off the shelves or on online listings. It's scary.
