Because she was originally supposed to be a Unicorn, and I want her to fly more. I don't want her ascension to feel like it was all for nothing.

A few times, the most we've seen her do a considerable amount of flying was in the flashback of her fight against Luna, and she's not OP. Chrysalis took her down, and so did a plant.
