The only thing preventing Bandai from releasing a figure is whether or not they think there's a large enough market to justify the cost of production. In the case of Ryuki, there was, a decade later.

"At the time"? Femme came out in 2014 and Verde in 2013. 13 Riders/Episode Final came out in 2002. And bear in mind, "at the time" (meaning, when it aired), Ryuki was NOT a popular show due to how drastically different it was from all other Rider series that came before it. The appreciation you see today is fairly recent.
The only thing preventing Bandai from releasing a figure is whether or not they think there's a large enough market to justify the cost of production. In the case of Ryuki, there was, a decade later. At the time a lot of Ryuki figuarts were getting release and that's why I said that those figuarts from Ryuki movie were popular. Not talking about when it aired taking about being show off at Bandai events. Many Ryuki figuarts getting release you got confuse with what I was saying. |

I would assume the usual things (cost to produce/relevance) prevented them from making type tridoron a retrail release.
What's odd to me is the way they are releasing it, not its delivery method. It's like they DID have the normal release set to be retrail and decided against it at some point and the accessory pack was going to be the lone exclusive like chases release was handled. I don't care about it being an exclusive but man the prices are going up...one 5 inch figure is going to end up costing me $100 after everything is said and done |
