There could also be a whole subplot about militarisation, that they (the creators of the tech) originally just wanted to help mankind and the government twisted the sentiment, turning the Go-Bust Unit into a full on weapon rather than just a defender.

I want this to take place in the RPM universe, as a sequel season.
The powers from Go-Busters are retained along with the "you got powers from the accident" comcept, and it works because the Rangers are three teens from that school Ziggy and K started. The teens were mischievous and got ahold of Scott's "Cursed Morpher" and released Venjix again. However, since RPM, the world has rebuilt to prevent Venjix or something similar from ever happening again. Venjix cannot destroy the world again. But now he doesn't want to. The Morphing Grid, while impossible for him to corrupt because it's too "Absolute Good," did show him King Mondo and his rise to power. This causes Venjix to want to escape to the main dimension and join the Machine Empire. The rest of the season is him trying to escape and eventually succeeding, because the Machine Empire will be continually hinted at along with the fact RPM-World knows about the history of the Main-World's Rangers. And while the finale destroys Venjix again, he pulls the same thing he did last time he was "destroyed." Guess what this would all explain... |

Remember that throwaway line zordon said about too much pink energy being dangerous? so what would the legend war be? a whole lot of color energy of every color...i could see the morphing grid overloading. would make a great starting point for gobusters...

The only occasions there has been a power struggle was when powers were replicated. "Too much Pink energy" was referring that there couldn't be 2 of the same Pink ranger, and Trent and the DT White Ranger clone were still basing their strengths of the same Dino gem.
It's not too much power of one color, but one power being used by multiple users at the same time. Or else Forever Red probably would've blown up the moon during that Red Energy overload.
