Not sure about Build but Zi-O had the drop down hips. I can't really tell either unless the legs are doing the splits cause then you can see what it looks like inside and I guess if you know what to look for then you can distinguish between the hold and new style hips.

They do look the same but from the video where we get shots of Zero One doing the kick and we get a look at the hips I noticed they looked different. Definitely easier to show with pictures than in words, haha, so I made a little comparison:

To me it looks like they just added an additional piece to hide the ball joint.

They also seem to be the same hip joints being used on the SHFSS Kamen Rider OOO's as well.
