Well, in SHT, he suddenly busted out the powers of Ichigo. And in Movie Wars 2010, he used Side Basshar and G4's missile launcher. Also, would they choose their partner, or would they get whichever one of the two they didn't replace, i.e. if someone chose to be Phillip's side of Double would they be teamed up with Shotaro?

That's a loaded question, as either Philip or Shotaro would make awesome partners. If only FangJoker could form swap.

That's not the only downside. Using a pure combo is also extremely taxing on the user.

Diend specified that he couldn't use the Black card in series, however, nor did he gain access to Double's power, either.
And no one knew what Decade was doing in SHT. Not the characters, not the writers, not the actors. That was a literal plot point

By the end of OOO Eiji was doing that.
It's more that it became less taxing for him. Any new user would still be exhausted after one non TaToBa combo just like Eiji was at the start.
