Well, she is a guardian, while she is smart and comes up with the plans, if she was ever to be in a one-on-one fight (at least in season one) I don't think a mist is gonna do much damage.

Yes but she starts using ice magic when Neptune joins the group then goes back to water magic when she leaves.
