Side-characters are better suited for this anyhow IMO.

Getting characters untransformed I already have as Riders feels pointless to me.

Then again, said side characters would need to be super popular in order to get made. Protagonists are more universally loved and thus easier to sell.

Well this is for certain toku. They can promote garo elsewhere by putting him on the poster it takes away one of the rider or sentai reveals IMO.
