If we go by rules while making a story. The fool would best fit the protag. As the protag is going through a journey as a kamen rider and our main char and cause unlike the others he will have more forms and form skills. Besides if the moif is about tarrot cards they need to have the cards be tied to chars If you don't then everyone can use the power ups or base forms which just gets chaotic Other Riders would be better suited being based off of the Cards that represent figures in The Fool?s life - Cards I - XII. Cards XIII - XXI represent events or concepts, and so would be better off used as power ups or gimmick items. They also do not need to have a character for every Arcana, no. Six Riders would be plenty, with the Twenty-Two cards split between them (most of them for the main character, obviously, knowing Toei and Bandai). And power-ups are going to be shared. Every Rider show since Gaim has had at least some form of power-up sharing. You can think it chaotic all you want, but it?s still going to happen. It would be such a clever way to change the meaning of the thing whilst not having to make a new suit, yeah. The Upright Lovers is about making a choice, whereas the Reversed Lovers is about feeling forced into a choice when there isn?t one. It would be so clever. Let's just make sure I got this right. Death inverted represents stagnation, the immobility of a corpse, right? Isn't that a foil for the blank slate we know the Fool to be?
