Maybe for the earlier Heisei riders they can put two series in a single wave and get it over with. Agito and Kiva together. Anything to finish before the line dies.

My baseless speculation on the recent So-Do news: We've been told there have been many complications due to the rise in material cost and the weak yen, and maybe even factory shutdowns in China? My guess is they discovered these figures would not be all that profitable at retail based on the newer higher costs.
Switching them to PB would mean A) they could break even at a higher price point and B) only make enough units to fit the made-to-order demand. It certainly doesn't help that these figures have to come out between a certain window when they're relevant to the show to keep the interest of the consumer I suspect with Chronicle they figured to get at least the heavy hitters at retail first, and see what costs would look like when the time comes to make a second wave. Retail Shodo doesn't seem to be all that affected since they're playing more loosely with the lineups.
