Maybe for the earlier Heisei riders they can put two series in a single wave and get it over with. Agito and Kiva together. Anything to finish before the line dies.

My baseless speculation on the recent So-Do news: We've been told there have been many complications due to the rise in material cost and the weak yen, and maybe even factory shutdowns in China? My guess is they discovered these figures would not be all that profitable at retail based on the newer higher costs.
Switching them to PB would mean A) they could break even at a higher price point and B) only make enough units to fit the made-to-order demand. It certainly doesn't help that these figures have to come out between a certain window when they're relevant to the show to keep the interest of the consumer I suspect with Chronicle they figured to get at least the heavy hitters at retail first, and see what costs would look like when the time comes to make a second wave. Retail Shodo doesn't seem to be all that affected since they're playing more loosely with the lineups.

We might be waiting a very long time. As William Graham pointed out, there's some indications that rising materials costs have brought the line to a point where it's no longer sufficiently profitable at its current price point. Given that Sodo is supposed to be the inexpensive, candy-toy version of the current year's Rider action figure line, there's a practical limit to how much they can charge. One of today's blogs seemed to back up some of that speculation. If something fundamental hadn't changed, we would've seen ID6 solicited a month or two ago.

SO-DO Chronicle Fourze news! Speculation on the "minor" states being relegated to PB proves correct, as we're getting a Elek + Fire States set, plus a Magnet + Rocket States set.
The more interesting bit is that, between these, we're also getting every Fourze module from 5 to 39. Does that make up for it? You be the judge! Pe-orders open right now, each one costs a disappointingly hefty 7800 Yen.

To play devil's advocate, all the modules are done in so many different colors that I can't imagine it was cost effective to release these in retail. If you don't have the first Fourze wave, you can at least plug in most of the modules into the figures included in each set You could argue these four could be a retail wave by themselves, but then do you release two sets of just modules or pack them in with Nadeshiko and Fusion States to make them more enticing ?
