I guess my main problem with the design is that I don't really see the military/soldier motifs, in Shippu mode the armor flips back and forms purple wings, and his main weapon is a buzzsaw that turns into a claw.

He is supposed to be a "Savior" which is probably why he gets wings for the speed form.
