They split it into 2 games because the development time was taking so long, and Kojima wanted something for fans to play. Think of it as an episode 0 prologue type of thing. It's pretty fun, but there's not a whole lot to it. There's a pretty small open world, with a main story mission that takes an hour or two, and a few side missions that each take about an hour. The story bridges the gap between Peace Walker and MGS5, but if you haven't played Peace Walker it's skippable. That said, you should definitely play Peace Walker. Add it to your list if you don't already have it.
If you're playing chronologically, it goes Metal Gear Solid 3 -> Metal Gear Solid Portable Ops (which has questionable canonity and isn't necessary) -> Metal Gear Solid Peace Walker -> Metal Gear Solid 5 Ground Zeroes -> Metal Gear Solid 5 Phantom Pain -> Metal Gear -> Metal Gear 2 -> Metal Gear Solid -> Metal Gear Solid 2 -> Metal Gear Solid 4
For release order, though (which is what I actually suggest because playing in thematic order is more satisfying than chronological order) it goes Metal Gear -> Metal Gear 2 -> Metal Gear Solid -> MGS2 -> MGS3 -> MGS Portable Ops (again, not necessary, but it goes here if you're interested) -> MGS4 -> MGS Peace Walker -> MGS5 Ground Zeroes -> MGS5 Phantom Pain
I know you didn't ask for all of that
but Metal Gear is one of those things where, once I start talking...I don't stop.
