That one is for Kamen Rider Maja, from the stage show. His voice actor was the narrator from the show, so he probably wasn't too hard to get back. The fact that they're releasing his Lockseed and faceplate pretty much tells you that they're releasing EVERYTHING.

The Project Ark Edition driver only comes with no Lockseeds, one of the 2 belt colors and a Kurokage Trooper faceplate (which activates Jonouchi voice lines, presumably from the last episode). The faceplate will later be re-released with a Lockseed Set.

The idea with the Project Ark Edition is that it's for people who don't want Kouta's stuff, they buy the driver and the Lockseed set for the Rider they want, which even togetehr is less expensive than the regular version. It's also for people that want multiple Drivers so that they can display multiple Rider forms together, without having to buy the expensive set all over again.
