Toei seem to be admitting there that Night Rogue's design is indeed inspired by Batman.

Nah, I don't think so. They are just playing around with the fact that both characters are bat-themed and thus make fun of the Nolan-trilogy movie titles.

Night Rogue is first and foremost inspired by the Bat Man from Kamen Rider 1 mixed with a steam engine-motive.
