There's one major glaring flaw in his reasoning, if what killed it was Toei's licensing practices why did they transition to Kamen Rider once Super Sentai became unavailable to them, Shout still deals with Toei's licensing. And from what I hear Kamen Rider is even more expensive than Super Sentai.
Not to mention its even less well known than Super Sentai and shout has the unenviable task of building the customer base for KR as they go. If Super Sentai was selling poorly no one in their right minds would undergo such an endeavor, it would be seen as tantamount to throwing money out the window. Bottom line he offers us no facts or hard sales figures just armchair quarterbacking and it didn't take me long to start poking holes in his logic.
