I have two guesses.

1. He is, preferably, Oren. Just making a cameo for Saber as a sort of tribute to Gaim's anniversary.

2. He is the voice for King Arthur. This one is most likely.

This advertising for upcoming Gaim products is telling people they can't miss Saber's next episode, so I'd guess it might be an actual Oren cameo.

It's very easy for Bravo to show up in the show. Mei and Rintaro (lovely couple) goes out to buy confectionaries and drops by a certain Charmant pastry shop....

If Oren really does cameo in the episode I'd like to see hom transform into Bravo just to sew the look on everyone's faces.
