We did actually, it's Kabuto. Even though most of them went rogue a good number of Riders still work for ZECT.

Same goes for Yggdrasil in Gaim.

Also Shocker kinda counts too and so does every evil organization which spawns Riders. Although the protagonists never really work for them they do make their own evil Riders later most of them time.

Some people say Drake, some people say Sasword. I'd argue that it's a role shared between the Hopper Brothers in both their roles as TheBee and their respective Hopper identity, essentially giving us three "third" Riders. Even when it comes to marketing, Toei typically pushes the Hoppers more than any other non-main character from Kabuto, as seen with how the next figures to be released in the S.S. as NOT-convention exclusive are likely the Hopper brothers, and I could very well see TheBee being next in line if we get anymore Kabuto figuarts.

I don't think Kabuto really has a "third" Rider. It's basically 1. Kabuto, 2. Gattack, 3. Everybody Else. There's no one like Ryugen or Zolda who really stands out as being more important or central to the plot after Tendou and Kagami.

TheBee's design clearly matches up with the main two in a way that would point to him being it, but his role in the story stops matching up to that title really quickly. I'd imagine he was intended to distinctly be the third most important guy, but the plot ended up growing into a different direction than expected.

Drake would be a decent enough bet, since he's a generally nice guy who tends to be on good terms with Tendou and Kagami more often than not, but he's constantly walking in and out of the show in a way that makes him not quite prominent enough to qualify.

And Sasword is basically the Knuckle of Kabuto, a character who started out seeming inconsequential, in his case basically just a backup rival for Tendou, but ended up getting a lot of growth and development in the back half of the show.

You can make a solid enough case for any of them that there isn't really a good answer. If I had to pick one, I'd personally go with Yaguruma, having a big impact at first and then later becoming quite prominent as Kick Hopper, but there's a huge chunk of the show in the middle he's just not even in, so...

I consider Kickhopper as "Rider #3" for Kabuto because rider kick.

It sort of depends on what the qualifications for "best" are. If we're just talking being really different at the start and at the end you could easily make the argument it's Kiva, but there are protagonists that had way more subtle, gradual growth throughout their shows, and that's cool in its own way. I'd probably throw my hat in the ring for Den-O as far as who I'd consider to have the "best" development, if I had to choose one.

That's just the main guys though. If we're including side Riders I think the answer is obviously either Chaser or Necrom. I mean, duh. :p
