I have honestly no idea. But you could ask that question about almost everything in Kiva, Gosei. What was the point of the Booster, the Fake Fuestles, was Megumi really Wataru's sister. There's so many ideas in that damn show they showed once and dropped it's idiotic.

I just kinda find them plot holes because everyone knew where those places were, and yet they were never attacked.

like, not even when the invess were just wandering around the city in the latter part of Gaim.

I still love Gaim to death, this is just one of those things where you like something so much that you can't help but notice things like that.
