If we're assuming the main riders can't make it, for whatever reason, then how about:
Ghost: Probably Spectre, followed by Necrom, althought I wouldn't say no to Onari or even Akari.
Drive: As much as I love my boy Chase, he wouldn't exist in an altered timeline, so how about Krim Steibelt, not dead? Gou also accepted.
Gaim: Takatora Kureshima is a god, and he needs to return. Failing that, Gaim has a billion rider. Surely one of them has a free schedule, right? Baron loves coming back for random stuff!
OOO: Date and Brotou. Make it happen Toei.
Decade: Literally any of the recurring cast. Yuusuke, Natsumi, even Kaitou.
Kiva: Seconding Otoya. I need to know how many robot puns they can make.
Den-O: Imagin pls. If that counts as Main Rider, then Kotarou please.

To be honest, I really want Sento and Ryuga are accidentally throwback to 1986 and they meet Otoya Kurenai. I think that's will be really funny. :D

Micchy's actor is quite up there these days though so if they can't get him I hope we get banana baron and they pull a Jetman Gokaiger episode.

Saban's Masked Rider is really boring show but Dragon Knight is really interesting to me.

The bad acting and dialogue really hurt Dragon Knight for me. I have a hard time watching it because how shitty the writing and acting is. I know kids shows are not known to have a high level of acting and dialogue, but still.

Dragon Knight was great. I'll freely admit the dialogue was pretty cringey at time and the acting was so-so (particularly Len/Wing Knight), but the show did an amazing job of adapting Ryuki and turning it completely on its head to create something new. Main characters from Ryuki become bit parts, and then movie exclusive Riders suddenly become main players. From a purely adaptation standpoint it's one of my favourite American-adapted shows.

Plus the actor playing Xaviax is having an absolute blast hamming it up and I love him all the more for it.

It was, just sad that it had to be at a bad time period like GoseiWonder said.

If Level X (Dangerous Zombie) + Level 0 (Mighty Action X) is Level X-0, then why Level 2 (Mighty Action X) + Level 5 (Drago Knight Hunter Z) is not Level 7?

Level X was never meant to be a level up, it was basically the Rider equivelant of a GM, meant to enforce the rules and came in when needed. It's X-0 cause it's a Level X form with the powers of a Level 0 form.

Whereas the Level Up forms were all just power ups, With the base Gashat's being level 2 and the other gashat's adding 1 or 3 levels onto it depending on which one. It's basically like Item Levels from WoW/XIV, the better the armor the higher your level.

Probably Agito's standard Rider Kick, with the crest on his head spreading out and the big Agito symbol appearing on the ground. After that it's probably Kabuto's standing roundhouse kick. I also have a soft spot in my heart for V3's physics defying Rider Kick -> backflip -> second Rider Kick.

is one of the coolest Rider kicks I've seen.

it's not a finishing move per se, but it's an incredible kick, and the handstand part of it is really neat.

I think Kuuga's Rider Kick which nuked multiple city blocks is hard to beat. Really intense stuff, the episode was almost like one of those dramas where they evacuate people because a bomb is set nearby - except the bomb is a red bug man who blows up an evil turtle monster. Probably among the very few Rider Kicks / finishers who had an impact on the story and overall tone of the show as well.

As far as aesthetics go, Kiva's "Wake Up"-finishers are really cool. The base form with the leg being unsealed and Kiva flying into the air; as well as the one from Emperor-form with that badass Zanbat-sword.

Blade has pretty good ones too with the cards adding combo potential.

Oh, and Kabuto's Rider Kick is pretty slick! Facing the enemy with your back and roundhouse kicking the everlasting crap out of them once they are right behind you is pretty amazing. I like Dark Kabuto's Rider stomp from that one videogame too.

There are lots and lots more but I think for sheer impact I'm gonna go with Kuuga, and Kiva takes it with the visuals.

That one I don't quite like. Saga jumping through the bat signal is too silly. He has a shortened version without it that works much better, but I still think it's a bit lackluster.

Blade King's Royal Straight Flush.

Kabuto's rider kick for starters. The way he does it shows how he is confident enough to take his time and show how he is in control and he is the center of his own universe. Kiva's is just well-shot. W's Joker Extreme is just fun and unique. Drive's pinball kick is awesome. Oh, and Black's is awesome too. The way he first serves a rider punch and follows it up with a kick.

From the subriders Knight's finisher comes to mind, as well as Gatack's. And who can forget Another Agito with his horrifying set of teeth?

Yeah, Kiwami, that is pretty hard to beat, because Kuuga's Rider Kick is just about the only finishing move I can think of that has its own character development. Right from the start we see Yuusuke doing slightly awkward kicks against Grongi that only kind of explode, and as we go along the explosions get bigger and the kick more skillful.

Episode 12 of Kuuga, between giving us the origin of the ever-iconic thumbs up, and Yuusuke training himself to do a proper Kick for the first time, is to this day one of my absolute favorite episodes in all of Kamen Rider. And even if it wasn't, you just can't beat a good Superhero Landing.

So here's a question. I know there was a reason behind certain Ryuki Rider's suits being colored, but was there ever a reason given as to why certain Rider's decks were colored?

I didn't even know about the first part. Why were only certain suits colored?

Ryuki, Knight, and Zolda had colored suits because they were supposed to be the focuses/main characters of the series. Ouja only stayed on as the villain because of popularity. That is if I'm not mistaken.

What would be the best 10 rider themes KR to do next for the upcoming era?

I hope in the next era we have better KRs.

Let's not be too negative here, there's always room for improvement but Heisei's Phase II had a good run all things considered.

One train wreck, one rather bad show, but the rest ranges between really good and excellent IMO.

And i hope they have a new formula too because the current one is too overused.

Probably not all of them, but I'm sure that we'll see some of them with their full memories and powers restored near the end of the show and/or in the summer movie.

When can we get Ghost, Ex-Aid & Build SIC?

It doesn't. However, the SIC-line is about to be rebooted in a sense. The initials will stay the same but the name will change from "Super Imaginative Chogokin" to "Superior Imaginative Colosseum".

They've announced that the initial Riders they cover in this line will be Kuuga, Ryuki, Fourze and Ghost.

We did see a concept art of Ghost at the Tamashii Nations event in October:

So SIC Ghost will be a thing soon-ish, Ex-Aid and Build might be coming in the future.
