They usually add New Characters in Kamen Rider after 10 Episodes-ish......

I know who going to be Kamen Rider Paradox but he is NOT New Character but rather a New Rider ish

I think they probably add more Bad Guys or I don't know!

Which Kamen Rider have the Best Character Development?

I mean you could make the jerk into a nice guy or turn the coward and weaker guy into Brave and strong guy

It sort of depends on what the qualifications for "best" are. If we're just talking being really different at the start and at the end you could easily make the argument it's Kiva, but there are protagonists that had way more subtle, gradual growth throughout their shows, and that's cool in its own way. I'd probably throw my hat in the ring for Den-O as far as who I'd consider to have the "best" development, if I had to choose one.

That's just the main guys though. If we're including side Riders I think the answer is obviously either Chaser or Necrom. I mean, duh. :p

Did Takeru ever use Grimm or Sanzo or were those exclusively held by Alain?

Only Alain used them. Unless you count Grateful or something I guess.
