That uh..that..makes zero sense on so many levels. Recording shows to buy merchandise?

If you mean, "Does Bandai know that people buy their merchandise based on recorded shows?", then I'm sure. There's no way that it would be completely oblivious to international demand, even if it is incredibly minimal. The fact that Bluefin imports to the US, which doesn't even receive Kamen Rider, should be an indication. Toei would definitely know too, but I'd imagine it doesn't affect either company enough for legal action or anything of the sort.

Toei does know about the fun subbing of Kamen Rider snd Super Sentai. They just don't care unless their media actually winds up getting released in the country(See them asking TV Nihon to take Kamen Rider The First since it was release stateside on DVD).
