And I agree. While the acting isn't all that much of an improvement, the new cast does enough to make it fresh again.
And I agree that the writing steps it up by virtue of not starting 4 different episodes off with Tommy on a race track. :I

I never had much issue with a show being lighthearted, and PR was never a franchise that could be considered "Dark" or "Intense," being no less light than it's predecessors.
